1. Differences between Domestic and International Flights

Just because something was allowed on a domestic flight doesn’t mean it will be allowed on an international flight. There are items that are okay domestically but not permitted when boarding an international flight.
International flights have stricter rules regarding the amount and type of liquids you can bring, so it’s important to be careful.
2. [International Flight – Hand Carry] Mga Paalala at Paraan sa Pagdadala ng Likido

Liquids include drinks, cosmetics, gel-type products, and liquid foods. For international flights, strict rules apply — even items like gel-based lipsticks or toothpaste, which may not be considered liquids on domestic flights, are treated as liquids.
Liquids must be placed in containers of 100 milliliters or less, and all containers should fit into a transparent zippered bag no larger than 1 liter (about 20cm x 20cm).
On the other hand, checked baggage does not have restrictions on the amount or size of liquid containers. However, make sure the containers are sealed properly to prevent leakage or damage during transport.
To ensure a smooth trip, always check the latest information from your airline and departure airport and follow the rules properly.
◆ Items Considered as Liquids (Examples)
Spreads (like those used on bread)
Liquid foundation
Toothpaste
Canned food
Pudding
Jelly
Simmered preserved foods (like shigureni or tsukudani)
Pickles
Paint in tubes
Correction fluid
Fountain pen ink
Shampoo, conditioner, treatment
◆ Liquids Allowed as Exceptions
Drinks and cosmetics purchased after the security check, as well as medicines like eye drops and baby milk, are allowed as exceptions.
◆ How to Bring Liquids Onboard

First, put each liquid into a container of 100 milliliters or less.
Then, place all these containers together inside a clear, colorless, zippered plastic bag (without gusset) no larger than 1 liter or 20cm x 20cm.
Please note that any liquid exceeding the allowed amount will be confiscated and disposed of at the security checkpoint.
3. [Domestic Flight Carry-on Baggage] Generally Allowed as Long as It’s Not Hazardous

On domestic flights, regulations are much more relaxed compared to international flights. Even if it’s a liquid, most items can be brought into the cabin as long as they are not hazardous.
There are no strict restrictions on bringing bottled drinks or cosmetics.
However, there are limits on volume, weight, and quantity, so make sure not to exceed them.
※Note: For alcoholic beverages, cosmetics, and detergents, some items are not allowed, or quantity limits may apply.
4. Liquids Not Allowed as Carry-on or Checked Baggage Even on Domestic Flights
Even with relaxed rules on domestic flights, there are certain liquids that cannot be brought on board or checked in — meaning they cannot be transported by plane at all.
Examples:
Cosmetic products like lotions, milky lotions, and hair growth tonics in containers over 0.5L or 0.5kg
Alcoholic beverages with 70% or higher alcohol content (such as Spirytus, Vodka, Absinthe, etc.)
Detergents labeled “chlorine-based” or “Do not mix” (hazardous when mixed)
Adhesives with a flash point of 60°C or lower

◎ [International & Domestic Flights] Summary of Liquid Carry-on Rules and Important Points When Flying

As explained above, when it comes to flying, international flights have much stricter rules regarding the carrying of liquids compared to domestic flights.
On international flights, unexpected items may be considered as liquids, so extra caution is needed. If you want to bring liquids into the cabin, they must be placed in containers of 100ml or less, and all containers must fit inside a transparent, colorless, zippered plastic bag with a capacity of 1 liter or less. Liquids that you won’t need until you arrive are better checked in as baggage.
Even on domestic flights, you cannot carry or check in the following:
Cosmetics in containers over 0.5L or 0.5kg,
Alcoholic beverages with more than 70% alcohol content,
Detergents labeled “chlorine-based” or “Do not mix”.
By understanding these liquid restrictions and rules, you can enjoy a safe and comfortable flight!
